The Research Information Monitoring and Evaluation (RIME) Division has the responsibility of articulating the vision of the HWSETA and Government National Priorities into a strategic plan for the HWSETA. This is a crucial role of shaping the organisation's direction and creating overall organisational strategy, formulating the 5year Strategic Plan of the HWSETA; the Annual Performance Plan; and Annual Operational Plan; for the HWSETA in order to achieve the organisation’s objectives.

This division also plays a pivotal role in managing knowledge generation, as well as packaging and presenting it in a way that influences policy and projects in the HWSETA. This role involves sector skills planning for the Health and Welfare sector which involves a process of setting goals for sectorial human resource planning and development strategies; Programme Qualifications Mix of Universities and TVET and other Colleges; and outlining human resource development goal framework to inform skills development policies and interventions of the HWSETA as well as the entire Health and Social Development sector.

The division is also charged with strategic performance information management function which involves performance measurement, monitoring and evaluation of how well the HWSETA is meeting its strategic goals (outcomes) and objectives (outputs), and which policies and processes are working. This division function facilitates the measurement of value for money of HWSETA skills development interventions in terms of short-term goals (outcomes) and long-term goals (impact).

This division therefore facilitates effective accountability, enabling the DHET (Department of Higher Education and Training) and DPME (Department of Planning Monitoring and Evaluation), the Board of the HWSETA, HWSETA Management, members of the public and other interested parties to track progress of the implementation of organisational strategy, identify the scope for improvement and provide better understanding of the implementation environment. In short, the RIME division:

Creates, formulates, and confirms the organisation’s strategy with HWSETA Board, all levels of management, and every business unit; and then ensures understanding of the details of the strategic plan and how organisational functions connect to corporate goals
Formulate and develop a research strategy and agenda for the HWSETA in order to achieve the research outputs that are outlined in the NSDP (2030)
Commissions and internally conducts sector specific research on areas to enrich the existing body of knowledge on skills development practices;
Conducts performance measurement of how well the HWSETA is meeting its strategic objectives (outputs) and which policies and processes are working.
Conducts strategic monitoring, evaluation, and impact assessment measurement of how well the HWSETA is meeting its strategic priorities and goals (outcomes and impact), and which policies and processes are working.
Conduct systematic and objective evaluation of policies, programmes and/or systems; judgements made about the achievement of intended results; and the causal links between implementation and observed results. Tracking and reporting on progress made by learners on learning programmes, their perceptions of the programme as they experience it and problems encountered.
With this information, RIME makes judgements whether the desired impact will be made.
