EXPRESSION OF INTEREST WORKER LEADER DVELOPMENT PROGRAMME (TRADE UNION TRAINING) 2025-2026 – Closing Date: 06 February 2026

The Health and Welfare Sector Education and Training Authority (“HWSETA”) invites all accredited training providers to apply for the worker leader development training programme for 2025-2026. 

Details of the Worker Leader Development Programme
 

The HWSETA invites all registered public/private accredited training providers to train members of trade unions against modules related to Health and Safety/Labour economics and Negotiation Skills .The HWSETA therefore wishes to appoint a qualified training provider, to train a total of 82 shop stewards from 5 trade unions against a skills programme bundle that addresses and on the above mentioned learning areas. Training can be delivered online or in person, the training provider however must ensure that learners are not disadvantaged by the delivery method. Providers who propose training in more than one area within the prescribed maximum tuition fee will have an added advantage.

The appointed training provider will have the responsibility to:

  • Coordinate all communication with the participating trade unions
  • Coordinate the booking and payment for accommodation for all participants (Maximum 5 days)
  • Coordination and delivery of training
  • Administer all mandatory and compliance documents required by the HWSETA
  • Provide the HWSETA will all required reporting documents
  • Issue certificates to all union members

Qualifying criteria: 

  • Must have experience in training trade unions. At least two reference letters must be attached.
  • Must be registered as a training provider with the quality assurance body from which the unit standards are registered. Proof of accreditation is required.
  • Experience in managing projects that involve the coordination of training nationally as well as management of funds
  • Provide a budget breakdown for training that is inclusive of tuition and accommodation cost for members using the HWSETA guidelines and maximum costs per learner.
  • Apply using the HWSETA prescribed template using Tradeunion@hwseta.org.za
  • All NPO/NGO/CBOs organisations must submit proof of compliance with the NPO Act from the Department of Social Development.
  • The Registration status of the organisation is valid at the time of application and throughout the implementation of the project.
  • Training must commence by 31 March 2026.
  • Only one provider will be appointed for the implementation of this project.

The HWSETA reserves the right to withdraw the approval if: 

  • The information provided in the application form is not true and correct; or
  • The Training provider does not adhere to any of the requirements laid down by the HWSETA.
  • Registration status of the organisation ceases to exist before or during the commencement of the project.
