Expression of Interest NGOs & NPOs Organisation Funding 2024/2025 – Closing Date: 13 October 2024

The Health and Welfare Sector Education and Training Authority (“HWSETA”) invites all registered NGO’s & NPO’s of the Health and Welfare sector to apply to participate in the implementation of NGOs & NPOs Organisation funding 2024-2025.

All applicants must complete the following information:

  • Section A – Details of Employer
  • Section B – Authorisation Form

Details of the NGOs & NPOs Funding Project

The NGOs & NPOs Grant aims at training NGOs & NPOs organisations in our sector on Governance for NPOs programme. The programme will be offered to NPOs that received funding from the HWSETA to improve their governance as well as those that did not qualify for funding owing to their non-compliance with governance requirements of the funding. In order to ensure that information gained on the training programme is cascaded to the rest of the staff of participating organisations, participating organisations will be required to submit proof of internal training/workshops with their staff.

The HWSETA will identify a credible and compliant NGO/NPO to host other NGOs/NPOs participating in this initiative. Further, the HWSETA will determine the recruitment scope and recruitment specifications as well as all the performance information that the contracted organisation must provide as part of the grant requirements. Implementation will be closely monitored both at the provincial level and head office levels.


Details of the funding for all employers wishing to participate:

  • The Employers must be registered with HWSETA.
  • The employer must have submitted a Workplace Skills Plan (WSP) and Annual Training Report (ATR) for the 2024-2025 financial year, to the HWSETA by 31 May 2024. (Includes employers who were granted extension).
  • Participating organisations must be formally registered and must provide proof of NPO registration certificate and letter of good standing from the Department of Social Development.
  • Valid tax clearance/PIN
  • The Registration status of the organisation is valid at the time of application and throughout the implementation of the project.
  • The HWSETA will conduct a site verification visits at its Discretion prior to Approval/Payment of funds.
  • All applications must be submitted on the SETA application portal by the due date in line with the requirements of the grant as indicated under details of the funding, and all the required attachments accompany the application.

Qualifying criteria: 

The organisation must:

  • Must ensure that all applications are done in line with the requirements of the funding as indicated.
  • Submit an all-encompassing project proposal that incorporates the approach and the methodology to be employed to achieve the desired results. at least 3 references in the form of a written letter on an official letterhead may not be older than five (5) years from clients where similar services were provided.
  • Demonstrate knowledge and understanding of the developments within the regulatory framework as it related to the General Laws Act 22, of 2022 (Anti-Money Laundering and combating of Terrorism Financing Act) including Financial Action Tast Force (FATF) Recommendation 8 as it relates to the NPO Sector. (Provide 2 references)
  • Demonstrate previous experience to the Governance for NPOs directors for executives and directors of non-profit companies and submit at least 2 references in the form of a written letter on an official letterhead may not be older than five (5) years from clients where similar services were provided.
  • Possess an understanding of the civil society/NPO sector in South Africa and demonstrate the capacity to achieve the desired outputs.

The HWSETA reserves the right to withdraw the approval if:

  • The information provided in the application form is not true and correct; or
  • The employer does not adhere to any of the requirements laid down by the HWSETA.

    Thank a million for sharing the information,and with due respect may you please allow Gauteng province as well.Most NGO’s are not funded for more than 2yrs.However they have been serving without funds.As for our organisation we are providing more than one programme that need to be funded,which are HBC program,VEP program and wellness programs.We are only going to be funded for HBC.We will highly appreciate if we can also be considered

If your organization is not registered with HWSETA yet, you may have to apply for registration, then RSVP for the Workplace Skills Plan (WSP) workshops that will be advertise in November- December 2024 on the HWSETA website for RSVP’s in provinces to attend the WSP workshops that are conducted in January – February annually in preparation for the submission of the WSP that is due on the 30th of April each year.

      Thnak you for the inquiry, please note that NPO’s / NGO’s /FBO’s apply to HWSETA directly through a T-number process and if the Primary focus of the Organisation falls within the health and social development sector. The Organisation is registered and linked to T-NUMBER. then the Organisation appoint and register the skills development Facilitator online who becomes the contact person between HWSETA and and the Organisation.

      The SDL is applicable to Employers contributing a skills development levy to HWSETA. Non-profit Organisations are linked to a T-number.

      The SDF attend the Workplace Skills Plan (WSP) workshops in preparation of the WSP submissions due on the 30th of April each year.

      After this process, HWSETA advertise Expression of interests. (Funding)
