APPOINTMENT OF A SERVICE PROVIDER OR SUBJECT MATTER EXPERT (SME) TO DEVELOP QUALIFICATION ASSESSMENT SPECIFICATIONS (QAS) FOR THREE OCCUPATIONAL CERTIFICATES: MUALLIM, WITH SAQA ID: 104801, NQF LEVEL 4; IMAAM, WITH SAQA ID: 103264, AT NQF LEVEL 5 AND AALIM, WITH SAQA ID: 104798, AT NQF LEVEL 6

The HWSETA wishes to appoint a service provider or a subject matter expert to develop Qualification  Assessment Specifications (QAS) for three (3) occupational certificates: Muallim, with SAQA ID: 104801, NQF level 3; Imaam, with SAQA ID:103264, NQF level 5 and Aalim, with SAQA ID:  104798, at NQF level 6

The minimum criteria for the appointment of a SME are as follows (Note: points will be allocated as per submission of stipulated criteria mentioned below):

  1. Provide a project plan and schedule (20 points)

(Evidence required: project plan with timeframes, costs, and resource allocation)

  1. Provide proof that three (3) qualification assessment specificifications have been submitted to QCTO for approval (30 points)

(Evidence required: Letters of acknowledgement received by relevant SETAs showing registration submission to QCTO)

  1. Evidence of one (1) completed curriculum which includes a QAS addenda, submitted to SAQA (15 points)

(Evidence required: sample of qualification document submitted)

  1. Provide a detailed CV with two (2) letters of reference for development of QAS addenda (20 points)

(Evidence required: two letters of reference from SETAs when qualifications were submitted for registration to QCTO)

  1. Provide a list of qualifications, which include QAS addenda, already registered with SAQA (15 points)

(Evidence required: submit SAQA ID numbers of SAQA registered qualifications)

The requirements for the development of the QAS are as follows:

  • To facilitate the development of 3 X QAS addenda and provide a project plan and schedule
  • Complete the QAS addenda within a six-month timeframe
  • Qualification Assessment Specifications (QAS)
  • Process and progress reports
  • Follow-up and liaise with QCTO when required
  • Provide support to the HWSETA when deemed necessary

SPECIAL REQUIREMENTS TO ACCOMPANY THE APPLICATION:

  • Application letter
  • Curriculum Vitae (CV) with at least three (3) references on development of occupational qualification/s or skills programme/s
  • Certified copies of all relevant qualifications/ degrees completed
  • Proof of Central Supplier Database (CSD) registration
  • A valid Tax clearance or Tax pin
  • A BBBEE certificate
  • An SBD 4 form (can be downloaded from Chrome or Google)
