Advert: Invitation for Proposals: RPL assessment Incubation programme
The Health and Welfare Sector Education and Training Authority (HWSETA) invites Skills Development Providers (SDPs), with valid accreditation, to send proposals for inclusion in the incubation programme to implement RPL assessments and top-up training for the following qualification:
• 60209: Further Education and Training Certificate: Child and Youth Care Work, NQF Level 04, 165 Credits.
1. PROPOSALS EVALUATION CRITERIA
1.1 All proposals will be evaluated based on the criteria indicated hereunder.
The Skills Development Provider must:
1.1.1 be accredited for the qualification (SAQA ID 60209: FETC: Child and Youth Care Work, NQF Level 04, 165 Credits) and the accreditation must be valid at the point of submitting the proposal to HWSETA.
1.1.2 have employed/contracted Assessor/s and Moderator/s, who attended the HWSETA RPL capacity-building workshops and have completed all the four (04) RPL unit standards. (SAQA ID 12544, SAQA ID 117874, SAQA ID 14297 and SAQA ID 116587).
1.1.3 have Assessor/s and Moderator/s who have a minimum of three (03) years’ experience in RPL assessment and hold registration as Assessor/s and Moderator/s for the Child and Youth Care Work qualification: SAQA ID 60209 at NQF Level 04, with 165 Credits.
1.1.4 have the capacity to deliver RPL assessments nationally within a set project timeframe of 18 months for a full qualification.
1.1.5 have in-depth understanding of RPL, reflecting on RPL objectives and principles.
1.1.6 have the financial ability to fund travel and accommodation of the Official/s attending the incubation programme.
1.1.7 be accredited or in the process of getting QCTO accreditation for the Occupational qualification: SAQA ID 99510: CYCW, NQF Level 05, 190 credits.
The appointment of the organisations will follow an open competitive bidding process.
Bidding organisations will be evaluated on strict technical functionality criteria to determine suitability for the task at hand and only organisations that achieve the requisite score for functionality will proceed to the second round of selection. The functionality requirements are clearly outlined in the specification document available from the procurement department at the HWSETA.
