WSP OFFICER – Head Office – Bedfordview

The WSP Officer is responsible for supporting the WSP initiatives of the HWSETA by capacitating provincial personnel, advocating WSP/ATR submissions and performing evaluations, recommendations and first line approval of WSP/ATR. Duties include: WSP policy implementation, Quality assurance, Monitoring and evaluation, Risk management, Evaluating and recommending WSP/ATR submissions. Capacity building of provincial personnel, stakeholder support and advocacy, Reporting and administration.

  •  Minimum requirements: Undergraduate degree with Education, Training and Development, Human Resources Development or Social Sciences as majors. 4 – 6 years in Training and Development environment. Experience in working with data and data manipulation of large databases and applicable IT Software

LEARNING PROGRAMME OFFICER – Head Office – Bedfordview

The Learning Programme Officer is responsible for planning, coordinating and monitoring the implementation of the Skills Development Planning Learning Programmes nationally and providing support to the provinces through capacity building. Duties would include: Learning Programmes Policy implementation, Quality assurance, Monitoring and evaluation, Risk management, Capacity building, Learning Programme evaluation and implementation, Payment support, Stakeholder support and advocacy, Reporting and Supervision.

  • Minimum requirements: Undergraduate degree in Education, Training and Development, Human Resources Development, Social Sciences, Business Administration. 3 – 5 years in Project Management environment.

PROVIDER ACCREDITATION MANAGER – Head Office – Bedfordview

The successful candidate will be required to: process applications for accreditation; re-accreditation; extension of scope; programme approval; and skills programme. Oversee evaluation and approval of learning materials in line with HWSETA requirements.

Minimum requirements: Bachelor’s degree in Education, Training and Development, Human Resources Development, Social Sciences. 6 – 8 years’ experience in Education and Training environment. 4 years management experience. Driver’s Licence and own vehicle. Experience within the sector and or with the ETQA department will be an added advantage.

Remuneration: Market related

CHIEF EXECUTIVE OFFICER

The Health and Welfare Sector Education and Training Authority (HWSETA) is a Schedule 3A public entity, established by the Minister of Higher Education and Training. The HWSETA subscribes to the principles of the King IV Code of Corporate Governance where applicable.

The stakeholders of the HWSETA include sector employers, professional bodies and councils, government departments and partners and skills development providers that hold a stake in the health and welfare sector. More information can be obtained from www.hwseta.org.za
This Executive level opportunity is based in Bedfordview, Gauteng and remunerated in line with the Public Service Salary Scale of a Director-General. This is a five (5) year fixed-term contract. The successful applicant will report to the HWSETA Accounting Authority (AA).

The CEO of the HWSETA is responsible for developing and implementing the strategic vision of the HWSETA and ensuring delivery on its mandate. The HWSETA invites applications from candidates with strategic leadership capability as well as solid business and financial acumen to position and lead the HWSETA as the sector of career choice for prospective learners and entrants into the labour market.

Key performance and results areas:

• Providing strategic leadership in the implementation of the National Skills Development Plan aligned to the Skills Development Act

• Transforming the organisation to meet the dynamic sectoral and skills development needs of all relevant stakeholders

• Strategic planning, coordination, implementation, monitoring and evaluation of all key performance areas in the HWSETA

• Implementing of sound financial management and control processes aligned with the Public Finance Management Act

• Managing all human resource-related issues

• Promoting the values of the HWSETA and developing an ethos and philosophy that is zero tolerant of corruption in the organisation

• Promoting and enhancing the corporate identity and image of the HWSETA amongst all stakeholders at all times

• Building sound relations with stakeholders and the Board of the HWSETA to ensure support and commitment, in relation to a common and shared vision

• Ensuring that education, training and quality assurance processes are in place and adhered to

• Encourage participation of the personnel in the research projects and ensure the implementation of the recommendations

• Ensuring that information, monitoring and evaluation processes are in place and adhered to

• Managing all operations nationally and related legal matters

• Aligning the HWSETA service delivery against the benchmark requirements of the Department of Higher Education and Training, Department of Social Development and the Department of Health

Minimum requirements:

• Relevant appropriate degree, a postgraduate qualification will be an added advantage
• 10 years’ experience at a senior executive management level

• Sound knowledge of and experience in working with legislation of direct relevance, such as the Public Finance Management Act (PFMA) 1/1999 , Skills Development Act (SDA) 97/1998 , National Qualifications Framework Act (NQF) and Companies Act.

• Good interpersonal, communication, negotiation conceptual, analytical and critical thinking skills
• Must be a dynamic and visionary leader
